The full length of the cord
The spinal cord runs from the brainstem down. When the atlas and axis are displaced, they can affect how the whole system sits and how signals travel through it. Compensations further down the spine follow — and those compensations are frequently where the pain is felt.
Treating where it hurts is reasonable. It is not always where the problem starts.
